Dans son livre, Mathias Döpfner appelle à repenser radicalement notre compréhension de la politique commerciale. Alors qu’en Allemagne, nous considérons traditionnellement la politique commerciale comme un instrument essentiellement économique qui favorise avant tout la prospérité et optimise l’allocation des ressources, Döpfner suggère une nouvelle voie : la politique commerciale comme une géopolitique normative.
Döpfner propose une idée concrète : remplacer l'Organisation mondiale du commerce (OMC), dans laquelle la Chine a pu devenir la deuxième économie mondiale grâce à de nombreux privilèges et exceptions, par une nouvelle alliance commerciale d'économies démocratiques. La condition préalable à l’adhésion est le respect de trois critères : l’acceptation de l’État de droit, des droits de l’homme et des objectifs climatiques contraignants. Cette alliance permettrait à ses membres de commercer en franchise de droits. Les non-membres seraient soumis à des tarifs élevés. L’objectif est de renforcer les économies démocratiques et d’inciter les autocraties à s’ouvrir librement.
Du point de vue de la manière dont nous menons actuellement notre politique commerciale, cette approche est une provocation. Dans d’autres parties du monde, cependant, c’est une pratique de longue date. Si vous demandiez au président chinois Xi Jinping s’il préfère la perspective économique ou géopolitique allemande traditionnelle, il se moquerait probablement d’une telle question. En Chine, la politique commerciale fait clairement partie intégrante de la géopolitique et sert d’instrument de politique de puissance. Cela contraste fortement avec notre vision souvent naïve, qui sous-estime traditionnellement les dimensions géopolitiques du commerce.
Le paysage international tel qu’il s’est développé depuis la Seconde Guerre mondiale est remis en question par la montée en puissance de la Chine et son ambition de changer l’ordre. Cela a conduit à une nouvelle ère de rivalité géopolitique qui non seulement remet en question la domination américaine, mais présente également à l’Europe de nouveaux défis décisifs.
La résistance aux changements majeurs et la lenteur de la réaction politique que nous connaissons souvent en Allemagne ne doivent plus déterminer nos actions. Le livre de Mathias Döpfner est un plaidoyer important pour que nous ne puissions plus ignorer ce changement géopolitique. Il s’agit d’un appel qui exige que nous considérions notre politique commerciale non seulement comme un instrument économique, mais également comme un instrument stratégique et normatif crucial pour garantir nos intérêts géopolitiques à long terme.
En ce sens, il est temps pour l’Allemagne de repenser sa politique commerciale et de jouer un rôle plus actif et plus décisif dans l’évolution de l’ordre mondial. Le livre de Döpfner appelle à une adaptation rapide et réfléchie aux réalités d'un monde qui a déjà profondément changé. Il ne s’agit pas d’une conclusion, mais plutôt du début d’un débat attendu depuis longtemps en Allemagne. Dans cette optique, je voudrais soulever une question stratégique, pratique et économique qui découle de l'approche du livre et au-delà.
La question stratégique clé à laquelle il faut répondre est de savoir si une approche géopolitique normative crée par inadvertance un ordre mondial bipolaire qui va à l’encontre de nos intérêts. Alors qu’il faut renforcer les États libres économiquement puissants, nous devons nous demander si nous ne divisons pas le monde entre « nous contre eux ».
Selon les calculs de Döpfner, cette alliance couvrirait 70 pour cent du PIB mondial et 65 pour cent des dépenses militaires, mais ne représenterait qu'un peu plus de la moitié de la population mondiale. Une telle démarcation pourrait en réalité inciter la Chine à étendre son influence dans les régions que nous négligeons.
Qu’est-ce que cela signifie pour les États africains et arabes, qui sont essentiels à l’architecture de sécurité mondiale et à la stabilité de l’Europe ? L’intérêt de l’Inde à vouloir faire partie d’une alliance de libre-échange est également tout sauf certain. Ces questions doivent être soigneusement étudiées afin de ne pas créer par inadvertance des désavantages stratégiques.
Sur le plan pratique, il s’avère que les idées géopolitiques que nous avons se heurtent souvent aux réalités politiques. Sous l’administration de Donald Trump, par exemple, nous avons vu avec quelle rapidité les tendances protectionnistes peuvent prendre le dessus et comment les États-Unis peuvent montrer peu d’intérêt pour une alliance basée sur le libre-échange. La politique « America First » et l’Inflation Reduction Act (IRA) mettent en lumière les défis auxquels sont confrontés les accords commerciaux internationaux.
Ces exemples démontrent la contradiction inhérente entre les idéaux du libre-échange et les politiques pratiques, qui sont souvent motivées par des intérêts nationaux à court terme. Nous connaissons déjà un phénomène similaire dans le cadre de la politique climatique internationale, à laquelle tous les grands pays industrialisés se sont engagés sur papier, mais qui, dans la pratique, reste souvent en deçà des objectifs à court terme.
Sur le plan économique, nous sommes également confrontés à des questions importantes : dans quelle mesure est-il réaliste de dissocier la politique commerciale des principes traditionnels d’allocation efficace des ressources ? Pouvons-nous nous permettre de restructurer nos chaînes d’approvisionnement établies pour prendre davantage en compte les considérations géopolitiques ? Ces discussions sont cruciales pour l’orientation future de notre politique économique.
