More bad news: according to the manual, the ECU sends ground to the pump relay to trigger it, and I'm not getting ground on that wire. So either the ECU is bad or the wire that runs to it is disconnected somewhere. I'm hoping it's the later.
I noticed the wiring diagram mentions a "single wire connector" somewhere along the wire that runs from ECU 19 to the fuel pump relay terminal 85. I followed the wiring loom into the engine bay and found this grubby looking connector. I tested from the ECU connector 19 to it, and there was continuity. Now I need to test for continuity across it. I've got a feeling this could be the problem.
