Seems likely they are more "flighty" in the spring and early summer when the flowers are a bit sparser. But if you're patient you'll eventually come across one feeding calmly.

I think this is a band-winged dragonlet (Erythrodiplax umbrata), perched on the tip of one of our obedience plants in the front garden yesterday evening.
The Banded demoiselle can be seen flitting around slow-moving rivers, ponds and lakes. The males are metallic blue, with a distinctive dark band across their wings, and the females are a shiny green.
