There's no basis for including a #citizenship question on the #census. The purpose of the census is to gather data on "every person" residing in the #UnitedStates. The Republicans' desire to add this question is intended to discourage non-citizens from filling out the census form, and subsequently lead to fewer people being used to determine #appropriation, to the benefit of the #GOP.
