Thinking today about Rep. Adam Clayton Powell Jr., New York's first Black congressman (elected 1948.) His grandparents had been enslaved. In Congress, Powell proposed amendments prohibiting federal funding of any activity that racially discriminated. For years, his "Powell amendment" was purely symbolic--it never passed . . .
