I said it about #Lisp (number 29) from the perspective of its low-rated neighbor #Perl (number 25). Please don’t take it personally—we’re both on the same end of the long tail.
I didn’t intend to imply that you can’t or shouldn’t build large #Lisp things any more than #Perl things.
