The eclipse generated a lot of automobile and air travel by people going to see it. That's why there were such huge traffic jams on the way back from it.
@x00001 Just read the article, please. The headline is just a statement of fact. Nobody’s talking about penalizing anyone for anything.

The "lost productivity" is just a projection, the headline even says so.
And that projection probably starts from some simplistic model that bears no relation to reality, as if productivity scaled linearly with the number of minutes spent slavishly "working" without ever looking up ...
