A Timebase Corrector (TBC) fixes video sync on every scan line of an analog video. Even for good tapes it gives far better video captures.
Most VHS VCRs didn't have a TBC, that's one of the reasons each generation of copy was far worst that the previous one. Broadcast VCRs and S-VHS VCRs usually came with a TBC.
@fenarinarsa warning for all looking for TBCs: do not buy from LordSmurf of DigitalFAQ.com. He will sell you (in my opinion scam you) extremely overpriced gear that either does not have TBC functionality, or that has so little function you question if it does anything. He'll additionally try to gaslight you (and many others) in to avoiding eBay, when you have far more buyer protection and selection on there.
