@mike@rmounce A third of the authors of this journal were from Japan. Maybe they didn't have many subscriptions outside Japan, and Sci-Hub never got enough password donations from Japan?
Marginal effect here, but Sci-Hub typically refused to download OA PDFs. In a best case scenario, this 37 % would be summed to IA's 7 % "bright archive" https://fatcat.wiki/container/qzgbkg535nfnxdf6axotjixoim . Still that would be barely more than 40 %.
With a list of subscribers, people could at least try ILL. Hmm.
