You will need a change of the whole police system in the US and bring it up to (civilized) world standards. For that, You’ll need the right politicians. Voting for better ones on local level could be a start.

They won’t, and if he was, say, abusing stimulants, his coworkers probably worried, yeah, but “reporting would mean the end of his career” so they just cover for the abuser until something like this happens. If it didn’t happen at work and it was a first time offense, I could see a company putting him on a leave of absence pending completing rehab or something similar. A lot of companies have started viewing drug abuse as a health issue and will work with their employees a little bit. I don’t think they generally give many chances though
