I think on here it's as much about following hashtags which interest you as it is people.
I'm sure you know this, but you can do a search on a tag and then save it, which creates a column which will list all toots with that tag. You can then add additional relevant hashtags to that column.
I'm talking about within the web browser, don't know how any of this works in an app.
