To me the key difference is the "and" bit here: "less than monthly contact and scoring low on relationship quality." If someone moved away for economic reasons but still felt connected, that wouldn't count as estranged. Same would go for deployed troops during WWI, WWII, Vietnam, etc... Might not have talked to family for long stretches but could still have high quality / ability to reconnect.

Census Bureau experts recommend NOT using the Post Enumeration Survey (PES) to update the 2020 population estimates because "While the PES is helpful in identifying coverage issues at the national level, it is not able to identify them as accurately at lower levels of geography because of its design. The PES sample size was simply too small."

Ah! Two clarifications are in order, then.

The article is talking about 4 year olds (and, yes, 3 year olds, too).

While the article often uses the term preschool, the law is for "child care centers." At age 3 (and often at 4) the institution might be called "preschool" but tends to look and function like daycare. I've seen "daycares" that start worksheets at age 3 (eww). The lines btwn daycare/preschool aren't always crisp, but effects of suspension are.

Yep. I made the team triple check the data before we published anything. But it's true.
Part of the story is pandemic deaths, but a lot is rising rates of suicide, homicide, pregnancy-related mortality--and a whole bunch of other things that were going in the wrong direction before 2020.
