Making homelessness a crime would not stop people from being homeless. It would only help the US industrialized prison slave labour sweatshops - which is another state sanctioned, capitalist fueled, cruelty upon itself.
It's like they are constantly thinking of ways to victimise the weak and the poor.
Not only that, at the same time they are also figuring out ways that they can profit from others misfortunes.
