A damning picture of misused power & disregard for others.
What sickens me is not just the attempt to evade responsibility, it’s the systemic way in which accountability is consistently denied, meaning nobody and no institution responsible for these horrors can ever be held to account. Indeed, so long as you are from the “right” class, you are persistently rewarded for failure. We need only look at the privatised water industry and other utilities

A mean minded "cliff edge" benefit that removed 100% of the entitlement for going 0.001% over the threshold
Mean minded failure to ensure Windrush generation were secure
Mean minded willingness to let cost concerns override medical safety
Mean minded assumption that Post mast/mistresses were all potential crooks who would put their hands in the till given a chance.
i.e. A terrible dismissal of ordinary people as being of no account
