@mikestreety It simply returns false for each get() performed on the cache backend, see https://docs.typo3.org/m/typo3/reference-coreapi/main/en-us/ApiOverview/CachingFramework/Configuration/Index.html#how-to-disable-specific-caches.

This affects mostly everything related to localization. The LocalizationFactory mainly uses the l10n to store parsed localization values, see https://github.com/TYPO3/typo3/blob/12.4/typo3/sysext/core/Classes/Localization/LocalizationFactory.php.
