@blogdiva English is not my mother tongue, maybe I'm misunderstanding the words. In Europe, I learnt that expat is a more administrative term (taxes, health insurance etc.) for people who go abroad for a limited period of time for a company (usually in privileged positions). Unlike migrants, they are still insured in their country of origin, sometimes pay little or no tax in their country of work and then leave again with all privileges.
