Instructions for setting up the whole stack are in the README on my branch of Orca: https://gitlab.gnome.org/mwcampbell/orca/tree/newton The instructions assume some familiarity with building and installing system components like GTK and Mutter using Meson, in a way that doesn't break your distro installation or on a throwaway system.
