So, is KDE the same as plasma desktop. If not, how do we get this on Linux Mint?

"Plasma" is the name of the desktop built by the KDE community. The desktop stopped being called "KDE"... oh... about 9 or 10 years ago.

You do not have to do anything special to get Plasma 6. If you are currently running a Plasma 5 desktop (check "Settings" > "About this system") you will be updated when the new version (Plasma 6.0) lands in your distro.
