月が綺麗ですね (tsuki ga kirei desu ne - “The moon is beautiful, isn't it?”) is a Japanese way to say "I love you". In this scene from Suikoden, Tengaar says it to Hix, to which he replies how good the fish tastes. Way to go, Hix!
