I have a possibly obvious-to-experts #Django question: is there a supported way for a Django “app" to depend on other apps, and implicitly "install" them?

The longer I spend on Mastodon, the more I realize that I just completely don’t understand some other peoples model of consent. I don’t entirely understand why “this is a great post" would be something that you wouldn’t necessarily choose to share because you didn’t want to single out a great post.

Poster B wants to highlight 1 of them, but believes Poster A has not consented to one of them being singled out and publicized, and therefore doesn't share it
A UI failure that I hit all the time with macOS apps is that ⌘-w almost always closes a window, but the keystroke to re-open the main window is different in many applications, and sometimes doesn't exist. The option is often differently named in the menus, too, and in a different menu.
Is it me or is the #Django documentation for project templates uncharacteristically bad?
Like, I have so many questions about how this templating works. Do I get to template filenames? How? Can I include the template as a subdirectory in a repository, or do I need to have it hosted in its own? How about providing one as part of a wheel?
I would love to build a project template into NomNom, so that later worldcons can just “django-admin startapp --template nomnom:basic_template" or something.
