Am I misunderstanding something? Since when are non-citizens allowed to vote in US elections? Is this theatrics?

H.R. 192: To prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia.

Since Washington D.C. is a federal territory, Congress is allowed to make the laws for their citizens.

Noncitizens are not allowed to vote in federal elections, but some localities allow them to vote on local issues.
