Blowing your leaves into the street (or hiring someone to do it) is a Class C Misdemeanor offense in , especially leaving them in lanes.

@valkraider You can look on portlandmaps.com and see that there is no Leaf Day for this specific property (I'm not sure if there even are bike lanes in most Leaf Day districts) and the instructions are to put the leaves in the street the day before your pickup (I'm guessing their flyer says something about not piling them in bike lanes.) The whole Leaf Day thing is a waste of budget, but they keep doing it because our city's politics are stupid.

I didn't mean to detract from your point. It's just a memorable law for me. My very first case back when I was an attorney was defending a protestor who was accused of violating this law when she spit in the gutter while at a protest. I've got like, an uncontrollable urge to point this out every time I see it mentioned.

@Karstan I think there's also a law specifically against spitting on sidewalks, but was this about the safety, or natural beauty, of the gutter? (Also, yes police have too much funding if they have time for this stuff.)

@enobacon It was about a cop being pissed off that he was being "disrespected." He thought the spitting was about him and not the fact my client had a cold and was hocking a loogie. So he arrested her and found a law that he thought fit. The DA knew it was a trumped up charge and reduced it to a violation so we couldn't take it to jury trial.
