Public figures use speech writers to avoid exactly this kind of sound bite. Ssdly, his writers like writing inflammatory rhetoric. (Unless he went off-script - another thing public figures avoid, on diplomatic topics.)
I loved it, when I recently saw Biden in a televised setting start to talk, pause, then say: I think that's all I'm going to say about that." A responsible leadership move.
