After 2 years and introducing the concept of tiered platform support to #CPython , #WASI has reached tier 2!

I'm obviously not done w/ all of this, but at least I don't have a moving target for testing stability.

And for those that care, this is for WASI 0.1 (nee preview 1) w/ WASI SDK 20 and Wasmtime running -Spreview2=n; WASI 0.2 support is on the TODO list.

@brettcannon bit of a tangent here, but it might be time to move x86_64-apple-darwin down to tier 2 soon and bump aarch64-apple-darwin to tier 1 :)

@glyph @brettcannon Moving m1 up has been on our radar for a long time, but the necessary CI support wasn't available... So hopefully now we can get there.

@glyph @Yhg1s We have the macOS 14 ARM runners set up, so I'm assuming it's just waiting on the appropriate PRs? Or did the SC want to do a more formal approval?
