Bubbles are managed by the admin of #Akkoma instances.
As Akkoma instances see themselves as small communities it can still be beneficial for several small communities to band together, even though they are independently run. They can then add "sibling" instances to their bubble, and thereby increase the flow of posts on a bubble timeline. Sort of like a "local" timeline but with a few selected instances by the admin, of instances that are similar or related.
