JOSS publishes articles about open source research software. It is a free, open-source, community driven and developer-friendly online journal. JOSS reviews involve downloading and installing the software, and inspecting the repository and submitted paper for key elements

I wouldnt be the ideal reviewer since I dont work with ANNs in my day to day, but I have used them a decent amount to appreciate the need for a package like this, and have read a number of wrappers at this point, so think I would be capable of evaluating this if ya cant find anyone better suited :)
