In the late 2000's I was in an EuroParl meeting where I asked a commissioner at what point encrypted communications would be forbidden.

About 15 years later, it seems... :(

So the EU "law makers" intend to make illegal laws, in full awareness of that fact.

Rhetorical questions: who pays them to do their jobs (and I don't mean the lobby but the "legal part")? Maybe those should cancel them to stop their money being abused? Or don't they have a say in that?
