Twitter users have warped senses of metrics thanks to mega accounts. A post on twitter said "the algorithm was changed to support smaller accounts", which may or may not be actually true.
However, so many accounts with 5k followers were saying "I am a small account!!!". 5k is not small lmao, that's a lot, just not mega-account level I guess. Like, even for twitter 5k is significant.
