She doesn't need anyone to pull her strings.

She was unqualified when she was appointed, is far too inexperienced to handle a case of this import, and certainly not one that also has some measure of complexity.

She's way over her head and on top of that disinclined to harm the guy who gave her such a plumb position, so here we are.

That's the easy part. All she has to do is not make decisions, no coaching required.

Unqualified and inexperienced doesn't mean stupid. She did get a law degree, clerk and work as a prosecutor.

I don't know why it's necessary to create a conspiracy when none is needed.
