That might reduce oil tankers being used to ship oil out of Russia, but I’m skeptical that it can stop North Korea from shipping military hardware to Russia. Russia and North Korea have a rail connection. Russia’s using rail to move stuff into the area anyway.

EDIT: The article mentions it, and it sounds like it’s the primary artery; it only describes shipments also “possibly” occurring via sea.

While satellite imagery has suggested that North Korean military assistance has been flowing to Russia across their shared border in the far east, other deliveries have possibly been carried via cargo ship.
