San Jose may have the lowest "Average Daily Vehicle Miles Traveled Per Capita", but what does that have to do with its VTA?

Valley Transit Authority has, by its own admission, the worst performance of any public transit agency in California (using the accepted metric "fair box recovery rate").

Also, many of us telecommute, and others certainly don't get very far very fast on our clogged roads.
