They're really missing the point not calling it Phoenix 2.

And Phoenix 1 should always be called the IBM-Peoplesoft Phoenix pay system. Or the Harper Memorial IBM Peoplesoft Phoenix pay system.

Kinda disgraceful the CBC can't bring itself to mention the other half of the problem here, which is grasping major IT consultancies billing themselves as "world leaders" low-bidding then change-requesting the crap out of these gigantic systems development contracts, in this case IBM and Peoplesoft.

Yes, this Harper-era file has been brutally mismanaged by the feds—but neither is any restraint or accountability visible from vendors who've been feeding like jackals over a kill.

@f800gecko yep. Those parasitic multinationals have captured procurement via trade agreements, ensuring only they are eligible to bid on the oversized RFPs. Ensuring they don't have to compete with the labour that actually does the work, who they can resell at 75% margins. And they offshore as much of it as possible to India who arranges for assassins to murder Canadians. Great system!
