Please RT for reach: I’m trying to records on computer intrusions into DOD systems during first Gulf War (1990), I have a GAO report which gives a high level summary but am looking for more.

Does anyone know what DOD department might have investigated back then?

You have stummbled into something interesting here. The agency most directly of intrest would probably be DISA(https://www.disa.mil/about/legal-and-regulatory/freedom-of-info-act-program), but they formed in '91 from a peculiar restructuring of DCA. The restructuring was explained as being due to expanded responsibilities handed to the agency in '89, but there have been more significant changes before and after that didn't require a restructuring.

DISA is the current organization. They are literally what was DCA(Defense Communications Agency) with expanded IT responsibilities. DCA dates back to the 60's. Since then they have been the architect of all DOD communication networks.
