There are many public instances https://jitsi.github.io/handbook/docs/community/community-instances/ from trusted communities like framasoft and the fsf for example. https://jitsi.member.fsf.org/ However, I see your point, that many would not explore other options than the main instance. A similar issue to all fediverse applications like Mastodon as well.
