It is implying that areas without "infected" herds are actually infected, but not being recorded or tracked.

@joycebell Yoplait Oui coconut-based dairy free yogurt is delicious (not cheap, but it's pretty much identical in taste to me). In terms of cheese, Violife is the closest I've found...
