They must have one of the best public transport networks in Europe and the easiest to use and access. You simply don’t need a car there.
The best part is that our conservatives (CDU) frame it as "Klimaautobahn" ("climate highway"). They justify it with the common petrolhead fallacy that cars magically produce fewer emissions if you build more infrastructure for them 🤡
