But how does one measure corruption, what is the unit of measure? Its like the democracy rankings, I'm very skeptical; especially when USA has biggest prison population, half the budget is military spending; notoriously corrupt, Pentagon fails every audit now, Its budget increase ~5%/year
Ranked much better than say Cuba which has 100% literacy rate, universal healthcare, and has done amazing medical science despite the vicious siege.
